Abstract
Government media plays a crucial role in facilitating effective communication and organizational cohesion in the public sector, shifting from traditional methods to digital platforms to improve employee engagement,
transparency, and accountability. This evolution supports efficient governance and builds public trust, both internally and externally. Government digital platforms such as microblogs and social media are now modern means to communicate policies, engage the public, and offer services, dynamically influencing public evaluation and government image. However, government media faces unique challenges, such as different
work incentives and a potential drop in journalistic standards compared to mainstream media, which can affect credibility. Its effectiveness depends on providing specific, authentic information and being responsive to
misinformation, as well as using professional expertise. This study analyzes the framing of news related to the Electronic Government System (EBS) policy in the ministry's internal media. SPBE, which aims to improve
accountability and quality of public services through ICT, has shown significant progress in Indonesia, although challenges such as limited infrastructure and suboptimal e-participation still exist. Using Robert Entman's framing analysis, this study aims to understand how the SPBE issue is packaged in the government's internal media to achieve optimal impact.
